That the agenda be amended to include the addendum, and as amended, be approved.

That the minutes of Planning Committee Meeting Number 2026-12, held Thursday, July 9, 2026, and Meeting Number 2026-13, held Thursday, July 16, 2026, be approved.

That the Planning Committee recommends to Council on August 11, 2026: That the applications for zoning by-law amendments and draft plan of subdivision (File Number D35-002-2025) submitted by Fotenn, on behalf of 1881510 Ontario Ltd., for the property municipally known as 686 Centennial Drive, be approved; and That Kingston Zoning By-Law Number 2022-62, as amended, be further amended, as per Exhibit A (Draft By-Law and Schedule A to Amend Zoning By-Law Number 2022-62) to Report Number PC-26-027; and That the draft plan of subdivision be subject to the conditions as per Exhibit B (Draft Plan of Subdivision Conditions) to Report Number PC-26-027; and That Council declare the lands legally described as Part of Block 196, Registered Plan 1778, as shown in Exhibit C (Lands to be Declared Surplus) to Report Number PC-26-027, to be surplus to the municipal needs of The Corporation of the City of Kingston; and That Council exempt lands subject to application D35-002-2025 from the regulations of the Interim Woodland Preservation By-law Number 2026-39; and That Council determines that in accordance with Section 34(17) of the Planning Act, no further notice is required prior to the passage of the by-law; and That the amending by-law be presented to Council for all three readings.
