That the agenda be amended to include the addendum, and as amended, be approved.

That the Planning Committee recommends to Council: That the applications for Official Plan and zoning by-law amendment and draft plan of subdivision (File Number D35-002-2021) submitted by Fotenn Consultants Inc., on behalf of Tamarack (Rideau 2) Corporation, for the property municipally known as 998 Highway 15, be approved; and That the City of Kingston Official Plan, as amended, be further amended, amendment number 86, as per Exhibit A (Draft By-Law and Schedule A to Amend the Official Plan) to Report Number PC-22-039; and Planning Committee Meeting Number 18-2022 – Thursday, August 11, 2022 at 6:00 p.m. Page 14 of 16 That By-Law Number 32-74, entitled "Township of Pittsburgh Zoning By-Law"', as amended, be further amended, as per Exhibit B (Draft By-Law and Schedule A to Amend Zoning By-Law Number 32-74) to Report Number PC-22-039; That By-Law Number 2022-62, entitled "Kingston Zoning By-Law"', be amended, as per Exhibit C (Draft By-Law and Schedule A to Amend Zoning By-Law Number 2022- 62), to Report Number PC-22-039; and That the draft plan of subdivision be subject to the conditions as per Exhibit D (Draft Plan of Subdivision Conditions) to Report Number PC-22-039; and That Council determines that in accordance with Section 34(17) of the Planning Act, no further notice is required prior to the passage of the by-law; and That the amending by-laws be presented to Council for all three readings.

That the Planning Committee recommends to Council: That the by-law attached to Report Number PC-22-044 as Exhibit A (A By-Law to Provide for the Conveyance of Parkland or Cash-in-Lieu of Parkland Conveyance, and to Repeal By-Law Number 2013-107, A By-Law to Provide the Conveyance of Land for Park Purposes, or Cash-in-Lieu of Parkland Conveyance), be presented to Council for all three readings.
