Whereas the City of Kingston's neighbourhood pathways support active transportation and neighbourhood connectivity; and Whereas many of these pathways were originally constructed at the time of subdivision development and vary widely in width, condition, and surface material, ranging from gravel to concrete to asphalt; and Whereas only a portion of the neighbourhood pathway network can currently be maintained as a result of variations in pathway width and condition; Therefore Be It Resolved That Council direct staff to review the City's neighbourhood pathway network and develop an asset management policy for neighbourhood pathways; and That staff consolidate all available information regarding the inventory, condition, and current maintenance status of the neighbourhood pathway network; and That as part of this work, staff undertake public engagement on the neighbourhood pathway network to inform a recommendation to Council on an asset management and maintenance approach for the existing pathway network, including, but not limited to, a proposed maintenance service level that considers capital investment requirements, operating costs, feasibility, and applicable policy considerations, and provides short-, medium-, and long-term implementation options to achieve the recommended maintenance standards; and That Council direct staff to include funding to support this work in the 2027 Capital Budget submission, subject to the Mayor's budget direction. Whereas Alfred Street between Princess Street and Concession Street is expected to see increased pedestrian activity associated with the City's pool investment in the area; and Whereas staff have completed a transportation review of this section of Alfred Street and have determined that an all-way stop with pedestrian crossings is warranted at Alfred and Pine, together with additional traffic calming treatments along the corridor; and Whereas the draft Integrated Mobility Plan has preliminarily identified a future controlled pedestrian crossing in the area of Alfred Street and Pine Street to support neighbourhood connectivity and pedestrian safety; Therefore Be It Resolved That Council direct staff to include the design and construction of an all-way stop with pedestrian crossings, together with additional traffic calming treatments, for Alfred Street between Princess Street and Concession Street in the 2027 capital budget submission, subject to the Mayor's budget direction. Whereas residents and members of Council have raised ongoing concerns regarding illegal parking practices occurring in residential neighbourhoods, including vehicles obstructing sidewalks, encroaching onto roadways, and creating accessibility and pedestrian safety concerns; and Whereas concerns have been identified related to increased neighbourhood intensification, changing occupancy patterns, and associated parking pressures within certain areas of the City; and Whereas obstruction of sidewalks and pedestrian pathways may disproportionately impact individuals with mobility limitations, visual impairments, parents and caregivers with strollers, children, and other vulnerable pedestrians by forcing them to enter the travelled portion of the roadway; and Whereas Council recognizes that staff currently undertake progressive parking enforcement measures, including education, warning notices, ticketing, and towing where appropriate under the Parking By-Law and Highway Traffic Act authorities; Therefore Be It Resolved That the allocation and management of curb space be considered through the Integrated Mobility Plan and the forthcoming Complete Streets work in the context of growth; and That Council direct staff to undertake a review of the City's on-street parking and enforcement policies, including comparative approaches, tools, and measures in other Ontario municipalities, and report back to Council by Q4 2027. Whereas the Point St. Mark / Waaban Crossing intersection was constructed with turn-movement restrictions established through the environmental assessment and public engagement for the project, intended to limit cut-through traffic on Point St. Mark; and Whereas some residents have requested that these restrictions be revisited now that the intersection and surrounding traffic patterns are established; and Whereas any change to the turn-movement restrictions would require revisiting the commitments made through the Waaban project and renewed consultation with the affected community; Therefore Be It Resolved That staff be directed to undertake a review of the turn-movement restrictions at the Point St. Mark / Waaban Crossing intersection, including an assessment against the commitments made through the Waaban project's study; and That staff complete community engagement with the affected neighbourhood as part of that review; and That staff complete the consultation and review and report back to Council with findings and a recommendation by the end of Q2 2027.
