That the agenda be amended to include the addendum, and as amended, be approved.

That the minutes of Planning Committee Meeting Number 20-2022 held on Thursday, September 15, 2022 be approved.

That the Planning Committee recommends to Council: That the applications for Official Plan and zoning by-law amendment and draft plan of subdivision (File Number D35-007-2021) submitted by Siderius Developments Limited and Fotenn Consultants Inc., on behalf of Siderius Developments Limited, for the property municipally known as 40 Sir John A. Macdonald Boulevard (former Prison for Women), be approved; and That the City of Kingston Official Plan, as amended, be further amended, amendment number 78, as per Exhibit A (Draft By-Law and Schedules A, B and C to Amend the Official Plan) to Report Number PC-22-053; and Planning Committee Meeting Number 21-2022 – Thursday, October 6, 2022 at 6:00 p.m. Page 8 of 9 That By-Law Number 2022-62, entitled "Kingston Zoning By-Law Number 2202-62", be further amended, as per Exhibit B (Draft By-Law and Schedules A, B and C to Amend By-Law Number 2022-62) to Report Number PC-22-053; and That the draft plan of subdivision be subject to the conditions as per Exhibit C (Draft Plan of Subdivision Conditions) to Report Number PC-22-053; and That Council determines that in accordance with Section 34(17) of the Planning Act, no further notice is required prior to the passage of the by-law; and That the amending by-laws be presented to Council for all three readings; and That Council direct Heritage Services staff to prepare a Heritage Easement Agreement under Section 37 of the Ontario Heritage Act to conserve the cultural heritage value of the propert
