Heritage Properties Committee

That Jennifer Demitor be elected as Chair of the Heritage Properties Committee.

That Councillor Glenn be elected as Vice-Chair of the Heritage Properties Committee.

That the Heritage Properties Committee recommends to Council: That the new construction at 5 Lower Union Street be approved in accordance with the details described in the application (File Number P18-084-2025), which was deemed complete on January 15, 2026, with said application to include the construction of a 19-storey building and associated landscaping, including an interpretive display, drive aisles and site works; and That approval of the application (File Number P18-084-2025) be subject to the conditions outlined in Exhibit A to Report Number HP-26-001.

That the meeting of the Kingston Heritage Properties Committee adjourn at 11:24 a.m.

That be amended to include the addendum, and as amended, be approved.

That the minutes of Heritage Properties Committee Meeting Number 2025-13, held Wednesday, November 19, 2025, be approved.

That the Heritage Properties Committee recommends to Council: That the application on the property municipally known as 2043 Sydenham Road be approved under Section 33 and Section 34 of the Ontario Heritage Act to permit the demolition and removal of the chimney on the coach house, and the creation of a new opening and the installation of an insulated stove pipe, in accordance with the details described in the application P18-083-2025, which was deemed complete on January 19, 2026; and That approval of the applications be subject to the conditions outlined in Exhibit A to Report Number HP-26- 002; and That Council direct staff to serve a Notice of Proposed Amendment to the property located at 2043 Sydenham Road, known as the Guess Farmhouse, pursuant to Section 30.1 of the Ontario Heritage Act, attached as Exhibit B to Report Number HP-26-002; and That should no Notice of Objection be received by the Clerk of The Corporation of the City of Kingston within thirty (30) days of the publication of the Notice, the amending by-law for 2043 Sydenham Road, known as the Guess Farmhouse, attached as Exhibit C to Report Number HP-26-002, be Heritage Properties Committee Meeting 2026-01 - Wednesday, February 18, 2026 at 10:00 a.m. presented at the next meeting of Council, for all three readings, and staff be directed to carry out the requirements as prescribed under Section 30.1 of the Act.

That the motion be amended in the first clause by deleting the words "an insulated stove pipe: and replacing them with "a wall vent for a gas appliance so that it reads as follows: "...and the creation of a new opening and the installation of a wall vent for a gas appliance"; and That Condition 3 in Exhibit A to Report Number HP-26-002 be amended to replace the words "an insulated stove pipe" and replacing them with "a wall vent for a gas appliance".

That the Heritage Properties Committee supports Council's approval of the following: That the application at 74 Lower Union Street, be approved in accordance with the details described in the application (File Number P18-085-2025), which was deemed complete on January 19, 2026, with said application to include the construction of a rear-facing shed dormer; and That the approval of the application be subject to the conditions outlined in Exhibit A to Report Number HP-26- 003.
