Planning Committee

That the agenda be amended to include the addendum, and as amended, be approved.

That the minutes of Planning Committee Meeting Number 05-2020, held Thursday March 12, 2020, be confirmed.

That the Planning Committee recommends to Council: That the application for Final Plan of Condominium (File Number D07-005-2017) submitted by Forefront Engineering Inc., on behalf of Conacher Kingston Holdings Inc., for the property municipally known as 311 Conacher Drive, be approved; and Planning Committee Minutes Meeting Number 06-2020 Thursday April 16, 2020 Page 11 of 14 That the execution of the Condominium agreement for the Final Plan of Condominium (File Number D07-005-2017) be subject to the successful registration of the Final Plan of Subdivision application (File Number D12-006- 2017); and That final approval be subject to the Owner entering into a Condominium agreement with the City, and the Condominium agreement shall provide further notice to the Condominium Corporation, and present and future purchasers, of the conditions contained within the registered Subdivision agreement and that the Condominium Corporation will be responsible for maintaining the approved site works and fulfilling any conditions of the agreement; and That subject to the satisfaction of the Director of Legal Services & City Solicitor, the Mayor and Clerk be authorized to execute the Condominium agreement, and the Director of Legal Services & City Solicitor be authorized to forward the necessary signed and stamped originals and required copies of the Final Plan of Condominium to the Land Registry Office for registration.

That the Planning Committee recommends to Council: That the applications for Official Plan and zoning by-law amendment (File Number D35-008- 2017) submitted by Raw Factory Inc. and IBI Group Incorporated, on Planning Committee Minutes Meeting Number 06-2020 Thursday April 16, 2020 Page 13 of 14 behalf of Raw Factory Inc., for the property municipally known as 305 and 323 Rideau Street, be approved; and That the City of Kingston Official Plan, as amended, be further amended, amendment number 68, as per Exhibit A, (Draft By-Law and Schedule A to Amend the Official Plan) to Report Number PC-20-027; and That By-Law Number 8499, entitled "Restricted Area (Zoning) By-Law of the Corporation of the City of Kingston", as amended, be further amended, as per Exhibit B (Draft By-Law and Schedule A to Amend Zoning By-Law Number 8499) to Report Number PC-20-027; and That Council determines that in accordance with Section 34(17) of the Planning Act, no further notice is required prior to the passage of the by-law; and That the amending by-laws be presented to Council for all three readings.

That the Planning Committee recommends to Council: Planning Committee Minutes Meeting Number 06-2020 Thursday April 16, 2020 Page 14 of 14 That the application for a zoning by-law amendment (File Number D14-019-2019) submitted by Chelsea Reid, on behalf of Herminder Sandhu, for the property municipally known as 200 Sibbit Avenue, be approved; and That By-Law Number 32-74, entitled "Rural Residential (Zoning) By-Law of the Corporation of the City of Kingston", as amended, be further amended, as per Exhibit A (Draft By-Law and Schedule A to Amend Zoning By-Law Number 32-74) to Report Number PC-20-030; and That Council determines that in accordance with Section 34(17) of the Planning Act, no further notice is required prior to the passage of the by-law; and That the amending by-law be presented to Council for all three readings.

That the meeting of the Planning Committee adjourn at 9:46 p.m.
