Rebecca D. hard, silicate-rich "high-performance" aggregates — including locally available meta-igneous materials — are recognized in engineering literature as generally more resistant to polishing, abrasion, water absorption, and freeze-thaw breakdown than conventional carbonate (limestone) aggregates, and better at retaining skid resistance over their service life, particularly in surface-course applications; and Whereas the retention of pavement friction is a recognized road-safety factor, with Federal Highway Administration research on high-friction applications associating improved, polish-resistant surfaces with materially lower wet-weather and total collision rates at high-demand locations such as curves, intersections, and ramps; and Whereas a locally operating aggregate source within the Kingston area is listed on the Ministry of Transportation of Ontario's Designated Sources for Materials and is MTO-approved as an FC1/FC2 Superpave and SMA friction-aggregate source, with additional approvals for high-strength concrete and CN Class 1 railway ballast, representing a potential local supply of high-performance aggregate; and Whereas locally sourced aggregate may offer reduced haul distances, lower transportation emissions, greater supply reliability, and regional economic and employment benefits, consistent with the City's asset-management, fiscal-stewardship, and climate objectives; and Whereas any change to material specifications appropriately rests with the City's professional

large scale public events that take place on City property are required to submit a Waste Management Plan, to outline how the event organizer plans to manage garbage and to be responsible for cleanup of all aspects of the event; and Whereas food and organic waste diversion within the event Waste Management Plans remains inconsistent and represents a significant opportunity for improved diversion outcomes; and Whereas the Province's transfer of recycling services to a private contractor has removed the City's capacity to collect or verify waste diversion on-site for special events, meaning any future permit requirement would rely on organizers contracting private services, which has budget implications for organizers, and would need a feasible enforcement approach; and Whereas Sustainable Kingston's existing special event guidelines offer a resource event organizers can draw on now, ahead of any formal requirement; Therefore Be It Resolved That staff be directed to explore the process, organizer costs, and impacts of requiring a waste diversion plan as a condition of permit approval for large scale events on City property, and report back to Council no later than Q2 2027; and That in the interim, staff encourage voluntary waste diversion; including the use of re-usable, BPI or Certified Compostable supplies, for events held for the remainder of the 2026 season, directing organizers to Sustainable Kingston's guidelines as a planning resource, and use this period to gather feedb

municipalities across Canada are facing an urgent housing affordability and homelessness crisis, with increasing demand for affordable and non-market housing; and Whereas non-market housing (housing delivered through non-profit, public or co-operative organizations) is a recognized solution to housing affordability and homelessness, as it keeps housing costs low in the long term; and Whereas publicly owned land represents a valuable community asset that can support the viability of the development of affordable, non-market housing where appropriate; and Whereas municipalities own, control or influence land in every part of the country—some of which may be vacant, underused, surplus or suitable for redevelopment; and Whereas municipalities across the country are demonstrating their leadership in addressing the housing and homelessness crisis by using their levers to reduce homelessness and improve housing outcomes; and Whereas the Federation of Canadian Municipalities (FCM) has recently launched From the Ground, a national, mayor-driven movement of municipalities identifying publicly owned or underused land for non-market housing; and Whereas FCM will use municipal land commitments to help build a national picture of municipal land opportunities, demonstrate local leadership, and inform future partnerships, capacity supports and advocacy to help move suitable sites toward housing; and Whereas FCM is inviting local leaders to participate in this municipality-led movement throug

Whereas hard, silicate-rich "high-performance" aggregates — including locally available meta-igneous materials — are recognized in engineering literature as generally more resistant to polishing, abrasion, water absorption, and freeze-thaw breakdown than conventional carbonate (limestone) aggregates, and better at retaining skid resistance over their service life, particularly in surface-course applications; and Whereas the retention of pavement friction is a recognized road-safety factor, with Federal Highway Administration research on high-friction applications associating improved, polish-resistant surfaces with materially lower wet-weather and total collision rates at high-demand locations such as curves, intersections, and ramps; and Whereas a locally operating aggregate source within the Kingston area is listed on the Ministry of Transportation of Ontario's Designated Sources for Materials and is MTO-approved as an FC1/FC2 Superpave and SMA friction-aggregate source, with additional approvals for high-strength concrete and CN Class 1 railway ballast, representing a potential local supply of high-performance aggregate; and Whereas locally sourced aggregate may offer reduced haul distances, lower transportation emissions, greater supply reliability, and regional City Council Meeting 2026-17 Minutes Tuesday, August 11, 2026 economic and employment benefits, consistent with the City's asset- management, fiscal-stewardship, and climate objectives; and Whereas any change to m

Whereas large scale public events that take place on City property are required to submit a Waste Management Plan, to outline how the event organizer plans to manage garbage and to be responsible for cleanup of all aspects of the event; and Whereas food and organic waste diversion within the event Waste Management Plans remains inconsistent and represents a significant opportunity for improved diversion outcomes; and Whereas the Province's transfer of recycling services to a private contractor has removed the City's capacity to collect or verify waste diversion on-site for special events, meaning any future permit requirement would rely on organizers contracting private services, which has budget implications for organizers, and would need a feasible enforcement approach; and City Council Meeting 2026-17 Minutes Tuesday, August 11, 2026 Whereas Sustainable Kingston's existing special event guidelines offer a resource event organizers can draw on now, ahead of any formal requirement; Therefore Be It Resolved That staff be directed to explore the process, organizer costs, and impacts of requiring a waste diversion plan as a condition of permit approval for large scale events on City property, and report back to Council no later than Q2 2027; and That in the interim, staff encourage voluntary waste diversion; including the use of re-usable, BPI or Certified Compostable supplies, for events held for the remainder of the 2026 season, directing organizers to Sustainable Kingston's

Whereas municipalities across Canada are facing an urgent housing affordability and homelessness crisis, with increasing demand for affordable and non-market housing; and Whereas non-market housing (housing delivered through non-profit, public or co-operative organizations) is a recognized solution to housing affordability and homelessness, as it keeps housing costs low in the long term; and Whereas publicly owned land represents a valuable community asset that can support the viability of the development of affordable, non-market housing where appropriate; and Whereas municipalities own, control or influence land in every part of the country—some of which may be vacant, underused, surplus or suitable for redevelopment; and City Council Meeting 2026-17 Minutes Tuesday, August 11, 2026 Whereas municipalities across the country are demonstrating their leadership in addressing the housing and homelessness crisis by using their levers to reduce homelessness and improve housing outcomes; and Whereas the Federation of Canadian Municipalities (FCM) has recently launched From the Ground, a national, mayor-driven movement of municipalities identifying publicly owned or underused land for non-market housing; and Whereas FCM will use municipal land commitments to help build a national picture of municipal land opportunities, demonstrate local leadership, and inform future partnerships, capacity supports and advocacy to help move suitable sites toward housing; and Whereas FCM is inviting

Whereas on May 9, 1992, 26 miners at the Westray Mine in Nova Scotia died in an explosion; and Whereas advocacy for better protections for workers and a subsequent Royal Commission led to changes to the law around criminal negligence, which allowed for employers to be held accountable when workers are killed or injured on the job; and Whereas police and prosecutors have used this law to prosecute employers who are negligent in protecting their workers; and Whereas more needs to be done as over 1,000 workers a year are still dying on the job across Canada; and Whereas measures need to be made to ensure that the training and resources are in place to ensure that the Westray Law is being enforced and workers are being protected; Therefore Be It Resolved That Kingston City Council request the Province of Ontario ensure that the Crown Attorneys and health and safety regulators are trained in the application of the Westray Amendment, and that there are sufficient resources for training and investigation of workplace fatalities or injuries; and That City Council request the Kingston Police Service Board ensure that all police officers have training on how to apply the Westray Amendment and the resources necessary to investigate workplace fatalities and injuries; and That a copy of this motion be sent to the Honourable Doug Ford, M.P.P., Premier of Ontario, the Honourable Doug Downey, Attorney General, MPP Barrie—Springwater—Oro-Medonte, Ted Hsu, M.P.P., Kingston and the Islands, and
